Welcome to Admiral Oaks

In the late 1980s, Boston Heights, a 159-unit community in Annapolis, Maryland, was known as an open-air drug market and the “housing of last resort.” The owner, rather than respond to the thousands of housing code violations, had evicted all of the residents. In 1991, Community Preservation and Development Corporation (CPDC) purchased the property, rehabilitated every facet of the community, and rechristened it Admiral Oaks.

Financing on the property included tax-exempt and taxable bonds and a secondary mortgage from the State of Maryland and equity raised through a direct placement of Low-Income Housing Tax Credits with Fannie Mae. Additionally, CPDC obtained first payment in lieu of taxes (PILOT) agreements from the City of Annapolis and Anne Arundel County in order to mitigate the impact of the property tax increase caused by the renovation.

Over the years, CPDC on-site staff have designed community development programs to meet the needs of the residents in collaboration with corporations and community-based organizations, including local schools and youth organizations, Anne Arundel Community College, the United States Naval Academy, and the Anne Arundel Department of Recreation and Parks.

As an affordable housing developer, Community Preservation and Development Corporation (CPDC) has worked with residents, governments, and developers on both distressed communities and those threatened by gentrification and market rate turnover across the Mid-Atlantic Region. With over two dozen affordable housing properties and over 3,500 units, CPDC developments serve a range of incomes and have included the integration of affordable and market rate condominiums with affordable rental housing. CPDC’s experience and expertise of its staff is rooted in complex financing, renovation in place, securing assets for enduring stability, establishing long-term partnerships with residents, and designing and building community development programs that provide technology supported education and economic empowerment to residents of all ages.
